This cement is called blended cement. They are produced by properly blending two or more types of cementitious materials and cement raw materials.
The silo stores several days' supply of material to provide a buffer against any glitches in the supply of raw material from the quarry. Technically, a cement producer can have almost complete control over clinker composition by blending raw materials of different compositions to produce the desired result.
The only common feature in all cement production plants is the difficulty of grinding the source material as the material is hard enough and has high abrasiveness.
